MARINE TRANSPORT IN NORTH CAUCASIAN FEDERAL DISTRICT

The key maritime port facility in North Caucasian Federal District is Makhachkala seaport – the only non-freezing Russian port in the Caspian Sea, located on its west coast. The port is attractive from the geopolitical point of view because it is Russia's main traffic center on the Caspian Sea, at the export thoroughfare of oil and oil products.

 

The seaport territory is 59.3 ha, the seaport water area is 5.58 sq. km.

 

At the moment there are 20 moorings in the port. The port is available for vessels of 150 m. length, 20 m. width, and 6.5 m. draught.

 

The quayage is 2.113 running meters. The port has year-round navigation season.

 

As of today, cargo terminals capacity of Makhachkala port is 7.26 mil tons a year (of which capacity of liquid bulk terminals is 5.5 mil tons a year, of dry stores is 1.4 mil tons a year, and of containers is 30 thousand TEU a year).

 

The creation of transport and technologies logistic system, container terminals and a rail classifying park is scheduled in order to improve the interaction of sea and other types of transport in the port and in the Makhachkala traffic center.

Reconstruction of the port

Decision on the reconstruction of Makhachkala commercial seaport was taken under the Edict of the Government of the Russian Federation of 28.06.1999 No. 1017-r. The project of reconstruction and development of Makhachkala commercial seaport was approved by the Joint Edict of the Government of the Republic of Dagestan and the Ministry of Transport of the Russian Federation of 16.09.1999 No. MF-34/2406. The project provides for the following technical and economic indicators confirmed by the report of Main State Expert Review Board of Russia No. 4-1/10-653-11 of 14.04.1999:

  • Estimated cargo traffic – 8.48 mil/year
  • Estimated cost of construction – 3,881.15 mil rubles
  • For train ferry – 312.9 mil rubles

Since 1999, under the federal special-purpose program of Modernization of Transport System of Russia (2002-2010), the Makhachkala commercial seaport has reconstructed and expanded the following objects: the dry-cargo harbour – 3 new general cargo moorings were put into operation with a capacity of 0.58 mil tons a year, including the creation of aqua area, territory, and breakwaters (Northern and Southern piers); the oil harbor – oil moorings No. 1 and No. 2 with the capacity of 7 mil tons a year, an auxiliary mooring (mooring No. 5) for liquid bulk cargo with a capacity of 0.9 mil tons a year, a breakwater, and the Northern pier were put into operation.

 

Besides, A1 and A2 sea areas of Global Maritime Distress and Safety System (GMDSS) were created and vessel traffic control system was put into operation.

 

Port transshipment

​As a result, transshipment in the port increased from 81.1 thousand tons in 1997 to 5,880 thousand tons in 2004.

 

In 2011 total cargo traffic in Makhachkala port was 5.37 mil tons, including export of 0.56 mil tons, import of 81.3 thousand tons, transit of 4.69 mil tons, and cabotage of 45.4 thousand tons.

 

Transshipment includes traffic of oil – 4.4 mil tons, oil products – 0.33 mil tons, general cargos – 330.3 thousand tons, coal – 202 thousand tons, and grain – 51 thousand tons.

 

In 2011 transshipment in Makhachkala port increased by 10.5% if compared with 2010, at the same time transshipment of export cargos reduced by 32.4% and transit increased by 16.5%.

 

In the first half of 2012 the freight traffic in the port was 3.12 mil tons (17.6% higher than of the same period of 2011), including oil – 2.17 mil tons, oil products – 0.51 mil tons, general cargos – 245.8 thousand tons, coal – 67 thousand tons, and grain – 102.7 thousand tons.
